Karachi:Pakistan’s federal customs authority needs to weigh the deployment of electronic cargo tracking systems on export consignments moving from inland industrial hubs to seaports, as the country grapples with a tax gap estimated at Rs 3.4 trillion and a series of high-profile fraud cases that have exposed deep vulnerabilities in the existing supply chain.<\/div>\n
The proposed system would fit GPS-enabled or RFID-based tamper-evident electronic seals on containers travelling from dry ports in Lahore, Faisalabad, and Sialkot to Karachi Port and Port Qasim, distances of between 1,200 and 1,400 kilometres through a road and rail network that currently offers Customs authorities little visibility once cargo clears the dry port gate.<\/div>\n
A central monitoring platform would receive real-time location data, flagging any route deviation, seal breach, or timing irregularity for immediate inspection.<\/div>\n
Pakistan’s three major seaports collectively handled approximately 3.38 million TEUs in recent years, with Karachi Port alone recording a record 2.65 million TEUs in FY 2024\u201325, cargo that originates overwhelmingly from Punjab’s textile and leather manufacturing clusters.<\/div>\n
The World Customs Organization has endorsed GPS and RFID-based electronic seals as a core tool for securing transit supply chains, and proponents argue that legitimate exporters stand to benefit directly: verified electronic custody reduces the need for physical inspections at intermediate points, a meaningful gain for time-sensitive textile shipments with tight vessel booking windows.<\/div>\n
However, Pakistan’s track record with technology-led reform casts a long shadow over the proposal. The Pakistan Single Window, launched to digitise and clean up customs processing, became the vehicle for a documented nexus of officers and importers manipulating the system within its first years of operation.<\/div>\n
The Faceless Customs Assessment system reportedly generated revenue losses of roughly Rs 100 billion in three months. In October 2025, the Prime Minister ordered a forensic audit of a multibillion-rupee sales-tax fraud traced directly to the Federal Board of Revenue’s own automation infrastructure, with investigators finding that weak database controls had enabled systematic manipulation of tax records since 2018\u201319.<\/div>\n
Critics of the tracking proposal point out that the same systemic vulnerabilities apply here. GPS signals can be spoofed. Geo-fence parameters can be manipulated by vendors working with insiders. Deviation alerts can be suppressed by personnel with platform access. None of these failure modes are theoretical; they have occurred in electronic cargo tracking implementations in other countries.<\/div>\n
Analysts familiar with the proposal argue it should proceed, but with those risks priced in from the outset. The technology, they note, addresses the transit leg of the export journey but does nothing to counter fraud that originates before cargo leaves the facility, including under-invoicing and mis-declaration, which require separate pre-departure verification mechanisms.<\/div>\n
The harder institutional questions, including who monitors the monitoring platform, what consequences follow from deviation alerts, and how vendor data integrity is independently audited, remain unanswered.
