
Islamabad: In a significant development within the Federal Board of Revenue (FBR), Syed Irshad Ali Shah, Principal Appraiser (TS-17) posted at FBR Headquarters Islamabad, has been reinstated into government service with immediate effect after the Appellate Authority set aside the major penalty of “Compulsory Retirement” that had earlier been imposed on him. Mr. Shah had filed a departmental appeal under Rule-4 of the Civil Servants (Appeals) Rules, 1977, challenging the disciplinary action taken against him through Board’s Notification No. 0588-C-III/2025 dated 19.03.2025, whereby he was compulsorily retired under Rule 4(3)(c) of the Civil Servants (Efficiency and Discipline) Rules, 2020. The Secretary Revenue Division, acting as the designated Appellate Authority, provided Mr. Shah an opportunity of personal hearing on 16.07.2025. After thoroughly reviewing the case record, verbal arguments presented by the appellant, and the department’s contentions, the Appellate Authority found that the disciplinary proceedings had not been conducted on merit and that critical facts, including the medical evidence submitted by the appellant, had been overlooked. Accordingly, invoking powers under Rule-6(c) of the Civil Servants (Appeals) Rules, 1977, the Appellate Authority ruled in favor of the appellant and annulled the major penalty, leading to his immediate reinstatement in service
