
Islamabad : The Federal Board of Revenue (FBR) has imposed a major penalty of reduction in rank upon Ms. Farina Shakeel, Inland Revenue Officer (TS-17), Directorate of Internal Audit (IR), Lahore, following disciplinary proceedings on proven charges of “inefficiency” and “misconduct”, an inquiry conducted by Ms. Yasmeen Fatima, Director Intelligence & Investigation (IR), Lahore found 3 out of 5 charges substantiated and recommended demotion for three years, a Show Cause Notice under Rule 16(6) of the Civil Servants (E&D) Rules, 2020 was issued to the officer, and a personal hearing was granted on 17 July 2025 where she denied the allegations, she alleged harassment by senior officers but admitted to filing complaints directly to higher authorities including the Federal Ombudsman, bypassing proper communication channels, the departmental representative clarified that the harassment allegations were investigated and declared baseless, including dismissal by the Federal Ombudsman, after careful review of records and submissions, the Authority concluded that the officer’s conduct was unsatisfactory and her claims unsubstantiated, consequently, the Member (Admn/HR) as the competent Authority has ordered her demotion to the lower post of Inspector-IR (BS-16) for three years under Rule 4(3)(b) read with Rule 16(7)(b) of the Civil Servants (E&D) Rules, 2020, effective immediately, in addition, her performance allowance has been suspended for one year in accordance with FBR’s Performance Allowance Guidelines, 2015, the officer retains the right to file an appeal within 30 days under the Civil Servants (Appeal) Rules, 1977
