
Karachi : The Federal Government has introduced a significant amendment to the Import Policy Order 2022, allowing the commercial import of used vehicles into Pakistan under specific conditions. According to the official notification, vehicles falling under PCT headings 8702 (buses), 8703 (cars), 8704 (trucks), and 8711 (motorcycles) can now be commercially imported, provided they are not more than five years old.
This decision, effective immediately, will remain valid until June 30, 2026. After that date, the government may consider removing the age restriction altogether to further liberalize the auto sector. The move is aimed at expanding consumer choice, enhancing competition in the local automobile market, and ensuring access to international-standard vehicles at competitive prices.
The notification also emphasizes that all imported vehicles must comply with environmental, safety, and quality standards. These requirements will be enforced through testing and certification conducted by the Engineering Development Board (EDB) under the Ministry of Industries and Production. The EDB will play a central role in ensuring that imported vehicles meet global benchmarks for road safety, emission controls, and quality assurance.
Furthermore, the notification clarifies that this provision does not override or affect any other rules or clauses related to the same PCT headings under the Import Policy Order. Industry experts believe this policy shift will open up new opportunities for traders and consumers alike. Analysts suggest that the move could bring down car prices, introduce greater variety in the market, and put pressure on local manufacturers to improve quality and adopt new technologies.
